“秦岭杯”首届丝绸之路国际城市围棋邀请赛
竞赛规程
为推动丝绸之路经济带的文化交流，加强沿线各城市的友谊，弘扬我国传统文化，加深世界各国对西安的了解，特举办首届“秦岭杯”丝绸之路国际城市围棋邀请赛，具体如下：

地点：西安秦岭国际高尔夫俱乐部（户县草堂旅游度假村）
六、参赛城市：哈萨克斯坦阿拉木图、吉尔吉斯斯坦比什凯克、塔吉克斯坦杜尚别、乌兹别克斯坦塔什干、土库曼斯坦阿什哈巴德,俄罗斯莫斯科、罗马尼亚布加勒斯特、波兰华沙、意大利罗马、土耳其伊斯坦布尔、希腊雅典、德国汉堡、法国巴黎、瑞士日内瓦、爱尔兰都伯林、中国西安、兰州、乌鲁木齐、银川、西宁、重庆、成都、南宁、宝鸡、汉中（城固）、天水、敦煌、伊宁市等丝绸之路经济带沿线城市，特邀日本船桥、奈良、新加坡、马来西亚吉隆坡、泰国曼谷等海上丝绸之路个别城市，约20多个城市参加。
七、参赛办法：每个城市代表队领队1人(运动员可兼)，运动员3人，境内运动员年龄25岁以上，需有本地户籍，境外年龄不限。
八、竞赛办法：
1、采用中国围棋最新规则，采用积分编排制，共赛9轮。
2、团体成绩为个人名次相加，数字小者名次列前。
3、采用包干制，每方用时1小时，超时判负。
九、奖励办法：
1、个人奖励前八名，颁发奖杯证书，其中冠军6万元、2-8名分别为30000元、15000元、8000元、5000元、3000元、2000元、2000元,以上奖金均为为税前。
2、团体奖励前六名，颁发奖杯及证书。
3、境外棋手奖励前六名，颁发证书及奖品。
十、参赛经费：各参赛队需交报名费2000元，各队运动员在西安期间食宿旅游费用由组委会承担，境外运动员每人交通补助500美元，领队费用自理，超编人员每人另交1800元会议费、单间差每人每天补200元（因房间紧张，需提前预约）。

The First "Qinling Mountains Cup" Silk Road International City Weiqi Invitation Tournament
Competition Rules
With the aim of promoting culture exchanges and enhancing friendship between cities along the Silk Road Economic Belt countries, we plan to hold the first “Qingling Mountains Cup” Silk Road International City Weiqi Invitation Tournament in Xi’an, the capital city of western China’s Shaanxi Province, which is also the starting point of the ancient Silk Road on land. We also uphold that the competition will be a good opportunity for your better understanding of Chinese traditional culture and the dynamic City of Xi’an. Specifications of the tournament are as follows.

VI. Participating Cities:
A total of over twenty cities will join the tournament, including Almaty of Kazakhstan, Bishkek of Kyrgyzstan, Dushanbe of Tajikistan, Tashkent of Uzbekistan, Ashkhabad of Turkmenistan, Moscow of Russia, Bucharest of Romania, Warsaw of Poland, Rome of Italy, Istanbul of Turkey, Athens of Greece, Hamburg of Germany, Paris of France, as well as Chinese cities of Xi’an, Lanzhou, Urumqi, Yinchuan, Xining, Chongqing, Chengdu, Nanning, Baoji, Hanzhong (Chenggu), Tianshui, Dunhuang, Yining, etc. along the Silk Road Economic Belt. Several maritime Silk Road cities are specially invited, including Singapore, Kuala Lumpur, Bangkok, etc., to participate into the tournament.
VII. Delegation:
Each city dispatches one representative delegation. The delegation shall consist of one team captain and three athletes. Chinese players should be aged at 25 years old or above. But for foreign players, there is no age limitation.
VIII. Game rules:
1. The newest completion rules set by Chinese Weiqi Association will be adopted as the rule of the game, which adopts point accumulation pairing system, with a total of nine rounds of competition.
2. Group performance will be scored by aggregating each group members’ places in different games, with the lowest total score holder being the winning team.
3. Basic time for each player during the game is 60 minutes. Default leads to failure of the game.
IX. Incentive measure:
1. Individual awards will be conferred to the top eight winners of the participating athletes regardless of nationality, and each winner will receive a trophy, a certificate and a bonus. Bonus for the champion is RMB60,000 yuan, and that for the runner-up is RMB 30,000 yuan; the third to the eighth place winners will be awarded with bonus of RMB15,000 yuan, RMB8,000 yuan, RMB5,000 yuan, RMB3,000 yuan, RMB2,000 yuan and RMB2,000 yuan respectively.
2. Group awards will be conferred to the top six teams of the participating delegations, and the awards include a trophy and a certificate.
3. Awards will also be conferred to the top six non-Chinese players, and each of them will receive a certificate and a trophy.
X. Grants
Each delegation team should cover the accommodation and transportation fees during the game on their own. But the organizing committee will cover the local accommodation and travelling fees in Xi’an for the international players. Besides, each international player will also receive a transportation allowance of USD500 dollars. But the fees for the team guide should be covered by each of the teams.
